External Liaison Manager
6 month Contract Initially, based in London
Essential
Knowledge ofthe policy framework, management structures, reporting procedures for all aspects of the programme's environment, and can see the 'big picture'.
Working knowledge of stakeholder engagement.
Understanding of the wider law enforcement strategic contextand programme environment.
Good understanding of public sector policy and governance frameworks.
Understanding of programme/project management methodologies, tools and techniques including: business change and implementation and governance.
Understanding of risk and issue management, benefits management and knowledge management.
Understanding of solutions development and budgeting and cost management.
Understanding the hierarchy and culture of the customer and supplier organisations and being ableto identify the decision makers and influencers.
Familiarity with external applicable quality standards.
Understanding of the need to maintain a practical and pragmatic approach to standards compliance.
Good understanding of information management.Good influencing skills.
Good leadership and interpersonal skills.
Good collaboration skills, establishing and developingproductive relationships with internal and external stakeholders.
Good problem solving skills; recognising, anticipating and effectively dealing with existing or potential conflicts at an individual, team or strategic level.
Good written and oral communications skills.
Flexibility and ability to work to deadlines. Ability to work in an environment of uncertainty and continualchange.
Track record of stakeholder engagement in a complex, small to medium-scale programme/project environment.
Experience of balancing stakeholder requirements.
Experience of working with senior stakeholders and leading on stakeholder strategies.Experience of leading and managing a team or first line management.
Experienced in effective decision making with accountability for decisions made.
Experience of analysing information from a range of sources.
Experience of planning
The ExternalProgramme Liaison Manager manages external programme liaison to influence the scope of the Change Portfolio and manages the alignment between the capabilities delivered from the change portfolio and those of wider government and law enforcement. Analyses stakeholders, plans and manages interactions to engage and communicate with them, taking account of their levels of influence andparticular interests, ensuring their involvement throughout the programme/project lifecycle.
Industry-recognised Programme andProject Management (PPM):
· Managing Successful Programmes Practitioner.
· APMG Change Management Practitioner.
· APM Practitioner Qualification.
· APM Registered Project Professional.
