Gillingham, Kent (commutable from Maidstone, London, Canterbury)

My Client are an NHS Trust based in Gillingham, Kent and are seeking a Head of Resourcing on an initial 3 month contract basis with (37.5 hours a week) paying £321 per day.

Job Purpose
The Resourcing Teams provide recruitment, onboarding and HR transactional processes, for the medical and non-medical workforce for the Trust. The Head of Resourcing has responsibility for ensuring these operational services are aligned, efficient, responsive and wellled, with a clear focus on delivery.
The post holder will lead on developing and delivering a Recruitment strategy sitting alongside the Medway NHS Foundation Trust People Strategy that builds on our strengths in attracting people to work with us, whileaddressing improvements in our employer brand, and ensuring our onboarding and induction processes help new recruits to have asuccessful and long career with Medway NHS Foundation Trust.

Knowledge

* Knowledge of key current issues in skills shortages within the NHS
* Knowledge of best practice in terms of safer recruitment in the healthcare environment
* Knowledge andawareness of appropriate selection and assessment tools and techniques
* Strong working knowledge of the Job Evaluation process
* In-depth understanding of employment legislations and UKVI practices
* Extensive knowledge of the pressures on the NHSwith regards to demand reduction and control of temporary staffing spend.
* Proven project management skills and experience within a busy HR environment
* Detailed understanding of DOH/TDA/Monitor guidance and controls
* Data Protection and Freedom of Information Acts
* Experience of delivering high volume transactional HR services
* Proven ability to foster an organisational culture that is positive about change and committed to delivery of the strategic vision
* Extensive in-depth demonstrablesuccess in delivering change and performance with and through management teams, by engaging them in the strategic direction anddelivery plans, establishing clear work priorities with them, delegating effectively, ensuring a capability to deliver, monitoring performance and giving feedback

Experience

* Leadership - fostering powerful and productive working relationships internally and externally
* Demonstrable experience of advising on strategic options regarding service delivery within recruitment.
* Experience of managing and leading teams
* Championing improvements and conducting audit
* Extensive experience of complex service development and delivery
* Extensive experience of policy development and implementation, managing effective change and controls for HR practices.
* Aware of issues involved in local, regional and national networks and issues outside theorganisation and how these impact on the Trust
* To be confident in making difficult strategic decisions and influencing others as appropriate
* Management experience, able to motivate and inspire a team
* Interpretation and analyse of statistical information
* Experience to respond effectively to multiple priorities
* Experience of working with a diverse range of stakeholders and a successful track record of influence and engagement
* Extensive experience within Health Sector recruitment
* Experience in the public sector in a large complex organisation with union recognition
* Budget management experience
* Experience of establishing and monitoring
* Extensive in-depth demonstrable success in delivering change and performance with and through management teams, by engaging them in the strategic direction and delivery plans, establishing clear work priorities withthem, delegating effectively, ensuring a capability to deliver, monitoring performance and giving feedback

Qualifications* Educated to Masters level or be able to demonstrate an equivalent level of experience
* Evidence of continued learning/development
* PRINCE2 Practitioner qualification or equivalent level of experience
* CIPD membership/qualification or willingness to undertake
* Leadership/Management qualification or equivalent level of experience
