* ONS' Blue Book and Pink Book are the means through which we disseminate many of the UK's key economic statistics, including the UK's National Accounts, Gross Domestic Product and the Balance of Payments. We make annual improvements to both utilising a change process that incorporates both process and systems elements. While current processes were fit for purpose when developed, and stilloperate well now, increased user demand require us to consider how we can evolve our processes to increase the volume of changedeliverable each year.
* We require a suitably qualified individual to lead a review of the Blue Book and Pink Book Change Process. The review's key objective is to ensure the investment we make in the change process is delivering maximum benefits to ONS. In practice, this means developing a more efficient process that enables us to increase the level of confidence in our abilityto meet stakeholder needs in an efficient and transparent way. While we expect to see benefits from the recommendations in the2020 and 2021 Blue and Pink Books, we acknowledge that some may take longer to implement. All recommendations must be achievableusing the current and emerging technology infrastructure and align with the current ONS technology strategy.
Skills:* Experience of successfully identifying and implementing opportunities for improvements to complex processes and systems, harnessing industry best practice and the knowledge of stakeholders and existing staff.
* Proven excellent engagement and communication skills, capable of challenging the status quo in a productive and collaborative way, building a culture of continuous improvement across the process and teams.
* Proven history of coaching people to influence, accept and adopt change, identifying areas of capability uplift required to support implementation of the change
*** Whilst not essential, a working knowledge of ONS operations - in particular its Economic Statistics area would be an advantage ***
