Main Duties & Responsibilities
1 To lead the developmentand ongoing review of the Departmental Commissioning Strategy, aligning it with the Corporate Plan, Departmental Business Plan and other relevant plans and reflecting the research and analysis that has developed our community intelligence.
1 To act as the Departmental client and lead officer for corporate procurement, reviewing corporate procurement strategies and policiesand recommending Departmental approaches, managing the Community and Children's Services category Board and developing and reviewing the Service Level Agreement with corporate procurement.
1 To be responsible for the Departmental Contracts database, determining opportunities and risks to the commissioning portfolio.
1 To plan and lead the commissioning and procurement of all community and children's services delivered by internal and external providers, including children's services, adult social care, LEA education, adult skills, public health, youth and play, homelessness, leisure and housing to meet identifiedlocal needs and priorities, statutory requirements, national guidance and the Corporation's corporate priorities.
1 Towork in partnership with Assistant Directors in Community and Children's Services, senior officers in other Departments and external partners to shape and redesign internal and external services ; identifying and exploiting opportunities to redefine and bring together aligned service areas across the Corporation to improve value for money and service quality.
1 To overseethe development, tendering letting and monitoring of high level multi-service contracts; to develop and agree service specifications, service standards, quality indicators and targets with internal and external service providers.
1 To develop effective partnership working with public and private sector service providers, the voluntary sector and other statutory and non-statutory agencies; building market capacity with partners and providers.
1 To ensure effective use of staffing, financialand other resources and prepare and manage any delegated budgets in accordance with statutory and financial regulations and requirements; to commission and manage additional resources, professional advice and support as required.
1 To lead, develop and manage the Senior Commissioners work programmes, determining where their skills are best utilised across the commissioning portfolio, setting clear aims, objectives and standards and providing regular support supervision and appraisal,.
1 To support the Assistant Director Partnerships and Commissioning, and work closely with other Departmental Assistant Directors, in the development and delivery of departmental and divisional policies, procedures, service plans and budgets as required;1 To represent the Department and the City of London Corporation externally in a senior capacity in relation to all dutiesof the post; to produce and present reports, attend Board, Committee and other meetings, external conferences and forums.1 Actively seek to implement the City of London's Occupational Health and Safety Policy in relation to the duties of the post, and at all times give due regard to the health and safety of both themselves and others when carrying out the duties of the post.
