Becoming a Public Rights of Way Officer, you will be responsiblefor effectively administering the PROW service including measures, as appropriate, to sustain and enhance the informal recreation resource and opportunities for active travel. The work requires adherence to statutory requirements, skills of tact and diplomacy for dealing with the public, community groups, user groups as well as establishing good working relations with local landowners.

Under the general supervision of the Traffic and Travel Manager to ensure the effective management of the Public Rights of Way (PROW) network for the purpose of Rights of Way access. To that end to assert and protect the right of the public to use the public right of way and urban footpath network and ensuring the development of a Rights of Way Improvement Plan and maintaining, under continuous review, the Definitive Map and Statement.

The Service encompasses three integrated teams i.e. Asset Management; Traffic Management & Compliance; and Performance, Programme and Innovation. The teams are underpinned by robust Business Support Functions to ensure the right decision at the right time.

The Service has in place clear performance andimprovement mechanisms to ensure that every team understands and delivers against their roles and responsibilities in relationto 'The Way We Work'. This approach enables all activities to be undertaken in an integrated and focused way delivering the Service vision, objectives and outcomes in an accurate and timely fashion, ensuring Service Excellence at every point of customer contact.



What you will be doing:

* Providing advice to the Council, external organisations and senior officers to achieve improved access in Barnet including development and maintenance of the statutory Rights of Way Improvement Plan. This to include the provision of information relevant to performance measurement and management.
* Undertaking necessary research to achieve and sustain the key access document, this being an accurate Definitive Map and Statement. Work to include the changeover from paper base to an IT (GIS) based system.
* Organising and implementing a programme of works to address the outstanding workload to ensure the continuous review of the Definitive Map and Statement including modification orders, legal event orders and consent.
* Organising and implementing a programme of works including diversion orders, stopping up orders, extinguishments orders, public path orders and improvement plans.
* Co-ordination and facilitation of relationships with stakeholder groups.
*Preparation of a full range of reports plus management of the process to fulfil London Borough of Barnet's statutory PROW programme including appearance as expert witness at Public Inquiries.
* Proactively enhancing the PROW network by appropriate methods, including developing bids to internal funds to achieve the same.
* To assert and protect the public's rights taking a rangeof measures including taking enforcement action where necessary.
* Providing a comprehensive range of technical support to enhance and enlarge the informal access resource of Barnet including giving advice in support of specific projects.
* Liaison with other officers, user groups, Elected Members and members of public to support community aspirations to achieve a properly defined and well-maintained public rights of way network.
* To ensure compliance with all health and safety legislation and associated codes of practice and Council policies.



What we're looking for:

* Relevant professional work experience relating to the effective management and administration of PROW work is essential.
* Vocational qualifications relevant to access issues to Diploma level or equivalent is essential.
* Experience achieving PROW programmes via supervision of staff and/or management of resources is essential.
* Experience of meeting the public, council officers and members, agreeing and achieving a suitable outcome in respect of PROW and Urban Footpath matters.
* Demonstrable customer care skills including negotiation and conflict resolution.
* Good written and verbal communication skills.
* Good budgetary management skills.
* Experience of working with consultants and/or contractors.
* Confident in dealing with day-to-day performance issues as they arise.
* Abilityto keep good work records.
* Budget achievement and management.
* Good working knowledge of Microsoft Office Suite.
* Full driving licence or the ability to travel around the borough on a daily basis.
