Description:

Our client within the public sector is currently seeking to recruit a strong Payroll Project Manager to carry out a detailed overview of current systems, project plan and then implement.
Therewill also be an on-going need to carry out the Payroll run for 300+ people. Based in Mayo.

Reporting to the Finance Officerthis role will have responsibility for the development and execution of a best practice fit for purpose payroll and pensions function within the department.
This project involves a full review (cradle to grave) of both the payroll and pensions process; the development of a robust project plan and the lead and
execution of this project to successful completion.

Project Requirements

Conduct a full review of the payroll and pensions functions
Develop project plan and schedules for completion, monitor project activities and prepare regular project progress reports;
Develop systems for stakeholder engagement and communications to ensure expectations are managed and services delivered in line with the project-specific parameters;
Deliver the project within the agreed timeframe;
Select and induct a Payroll Executive to run newly implemented processes.

Operational Responsibilities

Manage and process fortnightly (staff) payroll, monthly pensions payroll and quarterly Board stipends through to payment file production
Process all payroll-related data on payroll system according to agreed payroll/pension schedule, and revenueand welfare deadlines
Create and transmit bank files for payment
Use ROS and other electronic means to meet Revenue and other statutory requirements
Keep all employee records up to date
Liaise with employees\pensioners\board members in a professional and courteous manner
Produce reports, both system and spreadsheet, as required
Provide pension calculations (training will be given) in relation to the scheme and the Single Pension scheme of 2013
Update pension records from Actuary Report (FRS102)
Work closely and collaboratively with the Finance and HR divisions

KEY REQUIREMENTS:

Role Specific Requirements

IPASS qualification is highly desirable
Knowledge of Sage/Micropay systems is also highly desirable
An intermediate level of Microsoft excel and word
A detailed knowledge of PAYE (including BIK) and PRSI
The ideal candidate will have a minimum of 5 years'experience working in a busy payroll department, public sector experience would be an advantage
Proven experience and capability to implement a range of Payroll
Will be goal orientated with a proven track record of consistently meeting strict deadlinesWorking knowledge of PAYE modernisation system as introduced 1/1/2019.
Strong experience and a thorough understanding of payroll processes and practices.
Pensions experience is desirable but training will be given.
